Acts upon the following authorities:
ensuring power- and gas supply within the community;
maintaining and constructing public roads between the settlements, bridges and other transportation facilities beyond the settlements within the community;
ensuring transportation services for the population and arranging transportation services for conveyance between the settlements within the community;
arranging inter-settlement activities aimed to environment protection;
ensuring generally-available and free elementary, basic and high-school (full) general education upon the basic general education programs;
arranging additional education and generally-available free pre-school education within the community, arranging children’s leisure during vacations;
arranging within the community urgent medical aid, basic medical and sanitation treatment in outpatient and inpatient departments, medical aid to women in pregnancy, during and after childbirth;
guardianship and trusteeship;
arranging household and industrial waste treatment and recycling;
approving schemes of community territory planning, rules for land utilization and construction development of the areas between settlements, approving territory-planning documents issued upon schemes of community territory planning, maintaining information system to support town-planning activities within the community, reserving and recapturing, including recapture by means of repurchase, land plots within the community for the municipal needs, approving local town-planning norms for the areas between the settlements, supervision upon land use in the areas between the settlements;
ensuring proper conditions to provide communication, public catering, trade and consumer services to the settlements.

ensuring power-, heat-, gas- and water-supply of the population within the settlement, water drainage and fuel provision to the population;
maintaining and constructing public roads, bridges and other transportation facilities within dwelling areas of the settlement;
arranging construction and maintenance of the municipal residential fund, ensuring proper conditions for residential construction;
ensuring transportation services for the population and arranging transportation services for conveyance within the settlement;
arranging library services for the population;
ensuring proper conditions for leisure and cultural services for the settlement residents;
protecting and maintaining objects of cultural heritage (historical and cultural monuments) of local (municipal) level within the settlement borders;
ensuring proper conditions to develop mass physical culture and sport at the settlement;
arranging collection and removal of household refuse and waste;
arranging area improvement and planting of the settlement area, proper use and protection of the municipal forests within the dwelling areas of the settlement;
approving general layouts of the settlement, rules for land utilization and construction development, approving territory-planning documents issued upon general layouts of the settlement, issuing construction permits, commissioning permits, approving local town-planning norms for the settlements, reserving and recapturing, including recapture by means of repurchase, land plots within the settlement for municipal needs, supervision upon land use in the settlement.
